Installation Joomla! 5.x • Changing the mandatory minimum req's?

Hello everyone,

How do I change the minimum mandatory requirements for Joomla 5? I am on Hostgator and they seem to think it is perfectly normal to run MySQL 5.7.23-23 instead of something newer.

They have Joomla 5 available for installation with softilicious on their servers but I have a Joomla 4 site that I would rather update than completely rebuild.
